    "content": "Mr. Speaker, Sir, in very simple terms, a dispensary offers out-patient services. A health centre offers in-patient services, namely, admission and maternity. Once we have a dispensary that has built additional rooms for in-patient services, we ask the District Medical Officer of Health to furnish us with that information. Then we gazette it as a health centre and it will start receiving drugs, equipment and personnel as a health centre."
