    "content": "Mr. Temporary Deputy Speaker, Sir, one of the objectives contained in that law was to introduce community participation in the management and conservation of forests, so that communities could feel they are part of those forests. However, when you look at the appointments under Section 6, eight members are supposed to be nominated by the Minister, and one should come from an area that contains one or more forest communities. 25 per cent of our forest cover is located in Samburu District. But there is no single Board member who was picked from that area. What will the Minister do to correct the imbalance in the appointment of Board members to have the required representation?"
