    "content": "Mr. Temporary Deputy Speaker, Sir, Lake Victoria is a common-user lake for the three East African countries. When you want to regenerate fish, this must be done for all the three East African countries. Could the Minister agree with me that this control of fishing on the Kenyan part without reciprocal measures being taken by Tanzania and Uganda is actually useless because fish do not know boundaries? When they continue fishing and our people are not fishing, it is our people who are suffering. We have agreed that, scientifically, there is no proof that this control of fishing helps regulate the population of fish. So, why does the Government not remove this ban?"
