    "content": "Mr. Temporary Deputy Speaker, Sir, I agree with the Minister that there was a stakeholders meeting in Kisumu that agreed to place a ban on the fishing of Omena . There are people who could buy undersized fish from the neighbouring countries and bring them into the country. These are the people that get arrested. Why is it that these people, who buy fish probably from somewhere else, are arrested and harassed by Government officers at the market? Is there a ban on eating Omena anyway?"
