    "content": "Mr. Speaker, Sir, I would like to know, since Parliament is supposed to hold the Cabinet collectively responsible--- The Cabinet is collectively responsible to the National Assembly and, therefore, the National Assembly should know that so-and-so has been appointed in this manner. I would like to know from the Attorney-General whether a Presidential Circular is a legal instrument that contains such appointments and assignment of responsibilities to a Minister or an Assistant Minister in a particular Ministry or Department."
