    "content": "Mr. Speaker, Sir, the Minister has said that he is not aware of a number of things. He has said that the Government is meeting the cost of books and quality assurance. But here, we are dealing with special children in our society. They are very expensive to teach. Since the Minister has said that he is not aware, let me inform him that on average, parents of children with special needs pay Kshs17,000 for tuition alone. A special primary school requires Kshs32,000 per year for tuition and boarding only. To what extent is the Government assisting these schools to meet the educational needs of children with special needs?"
