    "content": "Mr. Temporary Deputy Speaker, Sir, there are two areas which I think the Minister should look at. At the very lowest cadre of the Provincial Administration, there is a group below the assistant chiefs called the villager elders. These are people who are called upon to go out to attend to the needs of wananchi . At my place, we call them Amaguru . These people do not get a cent. In the old days, they used to be remunerated by being given chicken or a goat. But these days, for them to receive that, it is deemed to be illegal or an act of corruption. So, we have a group of people who are working and providing a vital service and yet they are not remunerated in any form. I would urge the Minister, as he goes on with these reforms, to see how these people at the village level can be remunerated. July 10, 2007 PARLIAMENTARY DEBATES 2367"
