    "content": "Mr. Temporary Deputy Speaker, Sir, this Government has expressed satisfaction with CDF several times. That has been included in statements by the Head of State and many other Government officials. They have said that, indeed, CDF is transforming the lives of Kenyans. If that is the case, could this Government consider, as a matter of policy, to actually increase the CDF beyond 5 per cent, so that we can carry out infrastructural development, reduce poverty and benefit this country?"
