    "content": "Mr. Speaker, Sir, I am surprised. I have written to this Ministry three times and that is why I am asking this Question. You have heard the Minister say that the money was for the Financial Year 2006/2007. The said financial year ended this June. Has the Minister allocated some money to this project in this financial year, so that it can continue? The financial year has already ended and the tendering process is not going on. What is the Minister trying to say, unless she has allocated some money to the project during the current financial year? As far as I am concerned, the Kshs4 million was for the design of the Siaya Law Courts."
