"content": "Thank you, Mr. Temporary Deputy Speaker, Sir. I also had the opportunity to contribute to this Bill. I had short remarks for the Minister for Roads and Public Works. I told him that the taste of the pudding is in the eating thereof. The Bill looks very good on paper. However, we want to see its implementation to the right conclusion. I am saying that because of what we have gone through with civil servants in that Ministry. I do not blame everybody, July 4, 2007 PARLIAMENTARY DEBATES 2277 wholesale, but we have got certain \"rotten eggs\" in there, which are actually incorrigible. Mr. Temporary Deputy Speaker, Sir, in order to implement this Bill, the Minister will require the support of the entire Ministry. So, it is up to him. Let him have a meeting with the civil servants and plead with them; that for a change, let them serve Kenyans. We have got problems in that Ministry which need to be addressed. With those few remarks, I beg to support."
