    "content": "Mr. Speaker, Sir, I do not question the powers of the Minister to raise money under the External Loans Act. This is a very large sum of money. I went through the budgetary documents and I could not find the figure anywhere. I read about it in the FinancialTimes or the international Press. I would like to ask the Minister to ensure that, in future, a figure of this magnitude is brought to the Kenyan public first, before we read it in the international Press. This is a huge sum of money and there are certain implications. This will prevent confusion and we will become aware of what is happening."
