    "content": "Mr. Temporary Deputy Speaker, Sir, during a visit to one of the prisons by Committee on Administration of Justice, one of the prisoners who had been on remand for over seven years talked about a magistrate they had nicknamed \"Mandela\". This is because every time these prisoners complained about the length of time they stayed in remand without their cases being heard, the magistrate would say: \"Have you been inside there for as long as Mandela?\" That is why they nicknamed the magistrate \"Mandela\". What steps is this Ministry taking to consult with the Ministry of Justice and Constitutional Affairs, the Attorney-General and the Judiciary to reduce the population of remand prisoners who constitute over 60 per cent of the inmates in our prisons? Are there any consultations going on in order to come up with strategies to hasten hearing of the cases to reduce the population of remand prisoners?"
