    "content": "Mr. Temporary Deputy Speaker, Sir, indeed, I am very concerned about the number of inmates in our prisons. Our prisons were designed to hold 16,000 inmates. Currently, we have nearly 48,000 inmates and out of these, only about 20 have been convicted. The rest are indeed, remandees. There are many factors involved in having that large number of inmates. The first one is the question of the legal officers. Sometimes the magistrates do not use the channels that are available such as the question of Community Service Order. Secondly, there is a shortage of probation officers who would help the magistrate to reach a decision of using the Community Service Order. Finally, the number of magistrates is much less than it should be. It is necessary that the judicial system is now computerised so that both the magistrates and judges listen to the pleas and let the proceedings be automatically recorded. When we reach that stage, I am quite sure that the number of inmates will be drastically reduced."
