    "content": "Mr. Deputy Speaker, Sir, thank you for giving me this opportunity to support this important Motion and to congratulate the Minister for the manner in which he has managed this Ministry. Mr. Deputy Speaker, these loans naturally have cost implications for the country. We just hope that there will be prudent use of these resources by the Ministry and its officials. As we support this, the Minister is aware that the whole of the North Eastern Province is not connected to the national grid. We have requested this severally. Garissa is still using a generator. Wajir is using a generator. Mandera is also using a generator. We hope that as we pass this, perhaps before elections, the Minister will make it his sole responsibility---"
