    "content": "Mr. Speaker, Sir, the Circular is intended to allow civil servants to exit from the service with their benefits for those who are pensionable and those serving on contract terms of service to get their gratuity. If any public servant chooses to stand for an elective seat well after the date that has been given by the Government and this is not done within the three months allowed to give notice, then he will either resign or be dismissed with the risk of loss of all benefits."
