    "content": "Mr. Deputy Speaker, Sir, we have a problem with contractors in this country who are given contracts to repair our roads. Now that this road has already started getting potholed, just a year after construction, in terms of the contract agreement, do they have any sections that state that a road that is going to be fixed has a guarantee of a minimum of a certain period of time, so that if that road does not last for that period of time, the contractor is held liable for any repairs or if he is not able to do that, then he is blacklisted not to undertake any other contract for the Government of Kenya?"
