    "content": "Mr. Speaker, Sir, the issue raised by Mr. M. Maitha is not an isolated incident. Three dams were destroyed in my constituency during the heavy rains last year. The impression I get is that the water officials may not have adequate skills in civil engineering. Could the Minister consider consulting the Ministry of Roads and Public Works when he is engaging in big dam construction to avoid this kind of incident because it is not isolated? It is fairly common!"
