    "content": "On a point of order, Mr. Deputy Speaker, Sir. You know this House refers always to the ruling of the Chair. We have no reason whatsoever to challenge your ruling. However, we are not discussing the conduct of the Judiciary or a judicial officer. Mr. Mungatana, in fact, put it so eloquently and professionally that according to this Constitution, there are some reasonable conditions in which the Government can dispense justice. The same Constitution hon. Mureithi read further says in Article 159(d) that:- “Justice shall be administered without undue regard to procedural technicalities.” This House has a responsibility to this nation and to appeal to the Attorney- General. In fact, he has confirmed this is a problem and he is working on it. This House is asking him, as we congratulate him, to demonstrate in this particular case of Joel Mbugua, what he will do for the rest starting his work as the Attorney-General of the Republic."
