    "content": "Thank you, Mr. Speaker, Sir. Now, with sobriety, I want to give this House the facts as they are. The terms of reference of this particular project are that the water was to be struck, an electric pump installed together with piping to serve a community of about 50,000 people. The contractor did not strike the place from where he could get sufficient water to cover the community and, therefore, they changed to a hand pump that does not work. It is not civilised for 50,000 people to go to a school and draw water from a hand pump. Could the Assistant Minister, therefore, confirm that he will endeavour to implement the programme as earlier designed and to serve the Nyamarambe people, who are over 50,000 because they cannot draw water from the school?"
