    "content": "Mr. Speaker, Sir, I quite appreciate the point that the Assistant Minister is making. There is an Accounting Officer in every Ministry who ultimately accounts to the Controller and Auditor-General when the books are being audited, including those of the local authorities. The final Accounting Officer is not the Permanent Secretary, Treasury, but the Permanent Secretary in the Ministry of Local Government. While I appreciate that the Treasury has taken over the responsibility of the Ministry of Local Government because of, maybe, their incompetence, why should it take so long for these books of these local authorities to be audited?"
