    "content": "Mr. Speaker, Sir, the Public Audit Act was passed in this House in 2003. Mr. Raila was in this House when it was passed. So, the Ministry of Finance has not taken over any role. We are confining ourselves to Sections 21 to 28 of the Public Audit Act as referred to by Mr. Mirugi. If Mr. Raila does not have a copy of that Act, I could avail it to him."
