    "content": "Mr. Speaker, Sir, we are not communicating properly with the Assistant Minister. I am not really questioning the need for all the authorities to comply with the Public 1860 PARLIAMENTARY DEBATES June 19, 2007 Audit Act. That, in fact, has always been the case. However, what I am saying is that in each Ministry, there is an Accounting Officer. Mr. Speaker, Sir, all these parastatals are audited by the Controller and Auditor-General; all the time. But, ultimately, the responsibility is that of the Accounting Officer in the Ministry. Whereas it is fine, because they have to be audited under the Act, the responsibility is not that of the Minister for Finance. It is the Minister for Local Government. That is what I am saying!"
