"content": "Mr. Speaker, Sir, in addition to that allocation, the Government will ensure efficiency in the use of funds to improve quality and access to primary, secondary and university education, and re- orient our education system to make it more relevant to the needs of the economy. In this regard, and to demonstrate our commitment to enhance access to quality education, I have allocated Kshs8.1 billion for free primary education to cater for recurrent and capital expenses, and another Kshs7.3 billion for teachers' salary adjustments as part of the final phase of the agreement between the Government and the Kenya National Union of Teachers (KNUT). That amount will total to Kshs53.4 billion that has been paid to teachers by this Government since 2003."
