Even a big fund like the Constituencies Development Fund (CDF) took, maybe, four months and the Youth Enterprise Development Fund took exactly two months to establish. Could the Assistant Minister give convincing reasons why the Fund for persons with disabilities has taken that long, that is, from 2004 to 2007 to establish?"
