    "content": "Mr. Temporary Deputy Speaker, Sir, the funds from the African Development Bank (ADB) which are being used on infrastructure also allow for either re-construction of existing schools or construction of new ones. Therefore, it is the responsibility of the District Education Boards (DEBs) - of which the hon. Member should be a member - to propose to the Ministry exactly where they want this money to be used; whether for re-constructing existing schools or building new ones. But, we also have the Constituencies Development Fund (CDF) money, which I would ask hon. Members to utilize."
