We were told that the Government would blacklist all cowboy contractors in the Republic of Kenya and that we would never see them again. But who do we see? We see the same boys and men operating in the same names they were blacklisted, doing the same things. If they are not using the same names, they appear in different names. How shall we deal with that? I leave this to the good judgment of the Minister. Thank you, Mr. Temporary Deputy Speaker."
