    "content": "Mr. Speaker, Sir, 20 years ago, some of us were not in this House. The Minister has said that we need over Kshs160 billion to construct our roads. For several years, the Government has also been talking about public/private partnership, where it would concession roads to private developers to save the Government all that expenditure. Mr. Speaker, Sir, what action has the Ministry put in place to engage the private sector in the build-and-operate programmes of roads in this country? They should be involved in the construction of major roads like the ones he mentioned earlier on."
