I have looked at the roads that have been mentioned to be maintained using the cess and they are the same roads maintained through other funds, for example, the Kenya Roads Board (KRB) Fund. What mechanism has the Ministry put in place to ensure that these funds are actually used for the intended purposes and that these funds are audited?"
