"content": "Mr. Speaker, Sir, thank you for giving me a chance to contribute to this Motion. I am a Member of the Pan African Parliament and the theme and motto of the Pan African Parliament is for Africa to speak with one voice. Africa has been left behind because different countries speak in different voices. As it has already been mentioned by the speakers before me, despite the noble aspirations of the Pan African Parliament, it has its own problems. One of the problems is that of attendance. It is not legislative at the moment and Members come from different Parliaments. During elections, the turn-over of the Members of Parliament is high because some Members do not make it back and there are those Members who are appointed to the Cabinet. Members who are in the Cabinet do not attend the sessions. Mr. Speaker, Sir, as can be seen in the Report, in the last Session held on 13th to 24th November, 2006 there were 15 new Members while 12 Members did not turn up. This is one of the problems that the Pan African Parliament is facing. We do hope that in the near future, the Pan African Parliament will have Members elected to stick there for five years so that there is continuity."
