    "content": "Mr. Temporary Deputy Speaker, Sir, thank you for pointing that out. There were loud consultations going on at that corner. As I was saying, the country as a whole would appreciate that the Minister proposes certain policies to ensure that the locals also participate effectively in the development of roads and other infrastructure in this country, so that some of the money remains here. Also, he should point out the projects that he has planned to be undertaken in the next one or two years to decongest, not only Nairobi, but the entire country. I am sure that such plans are in the pipeline and it would be useful for Kenyans to know that those things are on the way and, therefore, they should have hope that things are going to improve. Let us pass this Bill for the Minister to be properly equipped to move forward with his usual vigour. With those few remarks, I beg to support."
