I am looking at Rule 8(3) which says: \"An amendment to substitute a nominee may only be moved by a party leader of the party seeking to substitute--\" As far as I know, Safina Party, to which the Member who is moving this amendment belongs, is not a party to this at all. The definition of the party leader does not include the Safina Party or its leader. Mr. Temporary Deputy Speaker, Sir, is this amendment in order in view of the rules?"
