    "content": "Mr. Deputy Speaker, Sir, I would like to agree with hon. Mukiri that we have a problem with former convicts, who are released after serving their sentences, and who go back to crime. That is an area in which we need to work with the Prisons Service, so that we can work on rehabilitation, and also the judiciary so that some of these characters who do not need to be in the streets are actually given stiffer sentences than they receive."
