    "content": "Mr. Deputy Speaker, Sir, in Kisii, if a man loves a woman and brings her home, as long as both parents agree, that is recognised as a legitimate marriage. We have many of those marriages and those wives do not have identity cards. They will, therefore, not be able to vote during this coming election. Could the Assistant Minister consider ordering the officers in the entire Gusii to give identity cards to those wives who are legitimate?"
