After I proposed the Question, the Motion is open. The Chair has discretion to decide who speaks. It does not have to be the Minister. In any case, I think it would have been better for her to listen to the views of someone 1630 PARLIAMENTARY DEBATES May 24, 2007 else before she responds. Therefore, I do not take that one kindly.
