(a) The \"Nguruma Tena\" Promotion was licensed by the Betting Control and Licensing Board under permit No.001216 with effect from 2nd March to 16th March, 2007. (b) I am not aware of any money collected as entrance fees. All Safaricom pre-paid customers were eligible for participation in the promotion, and were able to enjoy one entry for each Kshs100 air time value they topped up on their phones. (c) This was not a public lottery, where the law requires a certain percentage of the sale proceeds to be devoted to charity.
