"content": "Mr. Deputy Speaker, Sir, I thank the Minister for the answer that he has given. However, my concern is that this project has already taken more than six months before the Kenya Railways could give an approval on the safety reserve. My other concern is that once a contractor is delayed, the cost of the project starts going up, because he has employed professionals whom he is paying salaries, despite not doing any work. We do not want to see a similar situation as the one of the Mbagathi Road, where the Government is paying millions because of delayed construction works. In the context of collective responsibility, why did the Kenya Government commit a contractor before all the designs were done and approved, thereby, causing delays and skyrocketing of costs?
