    "content": "Well, I do not think I will entertain questions as to whether the Question is properly before the Ministry of Transport. As far as the Chair is concerned, this Question was directed properly to the Ministry of Transport, because it concerns Kenya Railways Corporation. If, perhaps, because of the answer that the Minister has given, you want to draft a Question to the Ministry of Roads and Public Works on the same matter, you could still do so. But I do not think, the Minister having answered the Question, that there is a satisfactory reason for the Chair to order the direction of the Question to another Ministry. Mr. Angwenyi, what do you have to say?"
