"content": "Mr. Deputy Speaker, Sir, indeed, this is a very serious issue. Personally, I went to Migori to check with my police officers what is happening on the ground. There are some changes which I have also made, especially in Migori. I ordered for a split of one location known as Kwaa from the larger Rabuor. I did that because that Rabuor Area is holding a lot of criminals. As I speak, I have taken quite a number of security personnel, that is, the detectives who are investigating these cases. It is not just Migori, but even within Awendo area it was getting scary. Within a week or two, the thugs in Awendo and Migori areas will be flushed out. Imagine the number of people we have arrested and taken to court within that time, a span of three days! On the issue of changing security guards and making other changes there, indeed, I will make some heads roll. Those who have over-stayed in that place must go. I will take them somewhere else. If need be, or if there is cause to show me that they cannot perform, I will have no alternative but to fire them. The issue of insecurity especially within border areas like Migori where there is a border between Kenya and Tanzania and Daadab, Lagdera, Pokot and Turkana, it is sad that in the 21st Century--- I want to assure my colleagues that no stone will be left unturned. No way! It will be my priority to make sure that we bring security and sanity within those areas. I will give you another example. Recently, some thugs killed an Assistant Chief, a lady at Mukuyuni in Bungoma. They should know that the presence of the Government will be felt within that area. They will know that they have killed an officer of the Government. Where we require the GSU, I will have no alternative but to take them there and bring sanity in those areas. The issue of subdivision can be considered along with others. If there is any need, I will consider it. However, as of now, Migori has enough locations, including the one I gave recently as a result of this incident. We might consider some of those. Hon. Dr. Bonny Khalwale spoke very well about community policing. Yes, we are considering that. What can we do to motivate them? We will do that so as to gather information. Mr. Ochieng also spoke very well with regard to the same. We need to cover the parts that are experiencing insecurity. However, we should not only consider those areas but the country as a whole. I would like to ask my colleagues not to worry. Security issues are coming up very well."
