Granted that the proposed amendment by Mr. Ochilo-Ayacko is seeking to delete sub-section (3) of Rule 8, would I be in order to request the Chair, under Standing Order No.1, to reinstate the amendment proposed by Mr. Muite since it had been moved and seconded? It is after we have dealt with with Sub-section (3) that we could now come to the proposed amendment to sub-section (4) by Mr. Muite."
