    "content": "Mr. Deputy Speaker, Sir, in 1995, the Minister accompanied His Excellency the President to Migori District, where the President pronounced that our good Government would expand the cane-crushing capacity of SONY Sugar Company two-fold. You heard the Minister say that expansion of the factory at SONY Sugar Company will take a long time. If the pronouncement was made by the President in 1995, and in 2007 the Minister is still saying that it will take too long, what is happening? Who is deceiving who?"
