That is why there is another Bill coming, namely, The Independent Policing Oversight Authority Bill. This is the Bill which will change the character of police officers. I do not want to anticipate debate on this other Bill but only to indicate to Members of Parliament the fact that we will finalise the package when we come to debate the Independent Policing Oversight Bill, which is very crucial."
