    "content": "Mr. Deputy Speaker, Sir, market vendors cannot be charged uniform fees throughout the country. The amount will vary from one municipality to another depending on the by-laws. When we talk of market vendors, we are referring to small-scale traders. These are traders who are there sometimes and other times they are not there. They are normally charged the Kshs20 on the days they operate in the market. For this reason, it is not necessary to charge them on a monthly or annual basis."
