    "content": "Mr. Deputy Speaker, Sir, the Assistant Minister has stated that market vendors are expected to pay Kshs20 daily. The Municipal Council of Nakuru decided that, instead of the vendors paying a daily fee, they pay a flat fee of Kshs300 every month. The council decided that if the vendors failed to pay that fee by 10th of each month, they would pay double the amount as a penalty. Mr. Deputy Speaker, Sir, why did the municipal council decide to charge the market vendors, especially those who are within the central business district, Kshs300 to be paid by the 10th of each month while other vendors, who operate outside the central business district have until the end of the month to pay? Those are poor people. They would like to pay their fees at the same time with those who operate outside the central business district because they run the same businesses. Could the Assistant Minister answer that?"
