    "content": "Mr. Deputy Speaker, Sir, the concept of Roads 2000 Programme is labour intensive. Contrary to what some people think, it does not cover full gravelling of roads. It improves roads to make them all-weather. So, we only find the prioritised roads covered under this programme. Some maintenance work has been going on and some sections have been improved. Therefore, the programme targets the other sections of the road that have not been improved. It is not a full-gravel contract with the contractors. It is spot-improvement to make the roads all- weather."
