However, if it is the feeling of the House that in future ratification be done by Parliament, it is okay. This is a constitutional matter. I pointed out that in the Bomas Draft, this came out very well. It was recommended that all international treaties be ratified by Parliament. We are still continuing on the issue of the Constitution. If it is to be done, it must be included in the New Constitution. I want to urge hon. Members to speed up the comprehensive constitutional change. I believe that when we go that far, we will not be talking the way we are doing today. However, for today, it is not easy for this Motion to change the Constitution of this country. It cannot!
