What we are debating are the provisions of the East African Treaty, which can only be ratified in Parliament. Now, when he says that it is unconstitutional, does he not mean that the Treaty itself is ultra vires and unconstitutional and, therefore, it should not be here in the first place? Why did we then go into it?"
