That has affected very many institutions which had applied for funding elsewhere. We have been told that there could have been problems with governance. Is that the case? If so, how will we ensure that the 1390 PARLIAMENTARY DEBATES May 16, 2007 implementation is not hampered by similar concerns by OPEC?"
