But basic research has shown us that almost 60 per cent of this money seems to be misappropriated from the Civil 1412 PARLIAMENTARY DEBATES May 16, 2007 Service, and 40 per cent of it from the parastatals sector. Therefore, I, as a Member of the Parliamentary Accounts Committee (PAC), have a difficult task of interrogating the Accounting Officers over theft of public funds in the Civil Service. However, let me now take this opportunity to comment on specific cases, as the Report enumerated, and the inability of the Treasury to respond to all these good deeds done by hon. Members of Parliament. Let me start by congratulating hon. Muturi, who has been a good Chairman of the Public Investments Committee (PIC), and hon. Wamunyinyi, who has been an honest and valuable Member of that particular Committee. He has been attending almost every session of the Committee. If we were to assume that hon. Wamunyinyi will continue to sit where he is, I would recommend him to be the Chairman in the following year, as he will be in the Opposition."
