As a matter of procedure and under Standing Orders, I want to submit to you that if there was any amendment, there should have been proper notice, first. Secondly, in fact, he cannot amend the Motion because that is going to go against the original Motion as it was. However, he can amend the Report. So, he cannot go to the original Motion to amend it but he can go to the Report to amend it, subject to putting the Question to the House."
