    "content": "Mr. Speaker, Sir, higher education, particularly university education, is very crucial in this country. Nowadays, most students who attain strong grades such as B+ (Plus) and are qualified to join the public universities, are not able to join them. Could the Ministry consider giving loans specifically to these students who have gone for the Parallel Degree Programme and yet they come from very poor families? Could they be assisted by the Higher Education Loans Board (HELB)?"
